Policy Control

Policy control has evolved significantly over the past few years. With the inclusion of subscriber data, performance management and charging into the mix, operators now have a much more sensitive set of knobs and levers to manipulate to personalize services than they did in the past. The development of online charging has had the most recent and arguably the most significant impact in the past year or so. The flexibility and utility of a policy engine are only valuable if operators are able to charge subscribers for the customized offerings. In addition, a flexible charging engine and balance manager makes it possible for operators to offer unique promotions that tie together policy and charging, such as an instant upgrade in download speed or bandwidth quota when a subscriber makes an online purchase.

In the next year, as mobile broadband data traffic continues to explode, operators will increasingly turn to policy control and charging systems to both optimize operational efficiency and create new services and levels of quality that will differentiate one operator’s subscriber experience from another’s. Accordingly, operators will be attracted to policy control systems that are able to support massive scalability, provide real-time subscriber feedback, align with standards, interoperate with adjacent network and OSS functions and delivery flexible and easy-to-update policy rules.
