Questioning All the Way:
Operators and Vendors Confer on Managed Services Opportunities at IIR's Telco Outsourcing Forum

IIR's 2006 Outsourcing and Managed Services for Telecom Operators conference highlighted some common questions and a few fundamental beliefs that operators and managed services providers share. But despite a vigorous program of presentations and panel discussions spread over three days in Amsterdam early this month, many of the questions remained unanswered.

Among the issues discussed at length during the conference, are these fundamental questions: What exactly are the core functions of a service provider? Where does the network end and IT begin? Should an operator take the "Big Bang" approach or the "Slices of Salami" approach to managed services? And finally, should an organization outsource the functions that it does badly, or rather the ones it does well?

Even more interesting than these questions, which emerged during the official conference proceedings, were some of the less publicly expressed concerns of operators in attendance, who were clearly approaching the inevitable use of managed services with both positive and negative expectations.
